Developer Scales Back Contentious Housing Project

Lawyers said the depressed real estate market helped move environmentalist plaintiffs and Solano County to a settlement over a controversial housing development.

Environmentalists caught an unexpected boost from the depressed real estate market in persuading a developer to scale back a contentious Solano County housing project after years of litigation.


Under the settlement finalized this week, developer White Wing Highland Associates can proceed with a smaller project in exchange for selling a swath of land for preservation.
