The 2nd District Court of Appeal has affirmed a lower court's injunction barring the certification of the city of Palmdale's November election results.
In a published opinion Wednesday, the appeals court also found that charter cities are not exempt from the California Voting Rights Act. Appellate decisions in the Palmdale voting case are expected to affect a similar showdown in Whittier.
