Courts balk at efficiency proposal

Critics say the legislative plan would infringe on equal government branch

SACRAMENTO - Despite last-minute waffling in an Assembly subcommittee, both houses voted last week to send the judicial branch an additional $280 million over last year's budget for the upcoming fiscal year.
