Republican Says Rulings Cover Gamut
SAN JOSE - As much as anything, Justice Thomas Harris appreciates the time to think. A member of the 5th District Court of Appeal in Fresno since 1990, Harris likes having the chance to consider the facts and legal issues at his relative leisure. "It's nice to have three months to contemplate a question that the trial judge had 90 seconds to consider," he said.
