The U.S. Senate Judiciary Committee on Thursday cast a split vote favoring U.S. District Judge Lucy H. Koh's nomination to the 9th U.S. Circuit Court of Appeals.
The 13-7 vote pushes Koh's nomination toward a vote by the full Senate.
