Mayor Floats Using Tobacco Money for Rampart Scandal
Los Angeles Mayor Richard Riordan proposed Thursday using up to $300 million in tobacco settlement proceeds to raise cash to pay the tens of millions of dollars in liability expected in the wake of the Rampart scandal.
