No Parole for Lifers Could Mean Trouble

SACRAMENTO - Gov. Gray Davis' "no-parole policy" for inmates sentenced to life in prison likely will trigger legal challenges and put further pressure on the state's overcrowded prison system, Legislative Analyst Elizabeth Hill warned in a report issued Thursday.
