Most of the nation's major environmental laws were adopted or significantly overhauled during the 1970s and 1980s. In the 1970s, for example, the federal government adopted the modern version of the Clean Water Act, intended to restore and maintain the nation's waters. 33 U.S.C. Section 1251(a).
