Judge Admits Inappropriate Conduct

SANTA ANA - Retired Orange County Superior Court Judge Luis A. Cardenas, who is in the middle of an investigation by the Commission on Judicial Performance for willful misconduct in office, admitted during the first day of the commission's hearing Monday that he "inappropriately" vacated the $100,000 bond of a criminal defendant in a case not before his court, ordered the release and probation modification of a defendant against another judge's ruling, and made an order on a Municipal Court
