A City's Plan on Minority Hiring Faces New Test
SAN JOSE - Setting the stage for a major civil rights ruling, the California Supreme Court decided Wednesday to take its own look at whether Proposition 209's ban on preferential treatment can be used to ban city outreach programs that encourage the hiring of women- and minority-owned contractors.
