Contra Costa Bias Suit Reopened

SAN FRANCISCO - Rejecting the plaintiffs' plea for a default judgment in their favor, U.S. District Judge William H. Orrick has opted for a less drastic option and reopened a class-action trial accusing Contra Costa County of discriminating against minority-and-women-owned businesses.
