Judges seek clarification on early releases

Fresno judges sparred with county officals over the legal definition of the word "capacity" to ensure they're in compliance with state and federal law over the early release of jail inmates.

A federal judge has delayed for two weeks a decision on whether Fresno County Superior Court judges can intervene in a 17-year-old consent decree between the sheriff's department and prisoner rights groups over the jail's early release of inmates.


During that time, Judge Morrison C. England Jr. asked the parties to try to work out an agreement acceptable to all sides.
