The third phase of a $96 million affordable housing development in Oceanside will begin construction later this month.
When completed, the Mission Cove apartment complex will contain 288 low-income housing units for families, seniors, veterans, and children aging out of the foster care system.
The development's initial 90-unit component is under construction, and could see its first residents by October. The entire master-planned community is slated for completion by late 2018.
