Air Board Must Seek EPA Waiver, Panel Rules

It's another strike against California's efforts to impose pollution controls tougher than the national standards. The 9th Circuit Court of Appeals affirmed a lower court decision Wednesday rejecting California Air Resources Board rules that sought to curb emissions from auxiliary diesel engines on oceangoing vessels.
