Report finds drop in arrests of those on parole, probation

From 2008 to 2011, only one-fifth of individuals arrested in four California cities, including Los Angeles and San Francisco, were on parole or probation supervision, according to the Council of State Governments Justice Center, which analyzed 2.5 million adult arrest, probation and parole supervision records.
