      RIVERSIDE - A judge ordered off the bench last year for judicial misconduct has filed papers to run for his former seat.
      Robert G. Spitzer filed for re-election to Riverside Superior Court because his case is still pending, Heather L. Rosing, a San Diego attorney representing Spitzer, said Wednesday.
