U.S. Judge Overrules Bush Exemption; Navy Must Limit Its Sonar Use

LOS ANGELES - A federal judge slapped aside a Bush administration move to overrule her recent order limiting the U.S. Navy's sonar testing off the Southern California coast, although she did not rule on the larger constitutional questions raised by the effort.
