Baby Awaiting Pauper's Grave Changes Policy

LOS ANGELES - Baby Boy Johnson didn't live long enough to be given a first name. Nearly 2 days old when he died on Jan. 7, 2000, Baby Boy would be a toddler now - and, like his three surviving siblings, he probably would be living in a foster home.
