Bar Report Calls for Police Accountability

LOS ANGELES - To prevent the abuses that occurred in the Los Angeles Police Department's Rampart scandal, prosecutors should call civilian witnesses who might contest testimony from police officers at preliminary hearings, a county bar association study scheduled for release today concludes.
