Judge Bars Skid Row Searches

LOS ANGELES - Finding the Los Angeles Police Department's actions unconstitutional, a federal judge Monday barred officers from searching and arresting Skid Row residents without reasonable suspicion that they had broken the terms of their probation or parole.
