Groups Offer 111-Page Guide to Common Legal Problems

Glen Peterson, executive director of Los Angeles' JobStarts Inc., doesn't have a legal background, and his organization doesn't have the money to hire an attorney. So in 1998 when Peterson wanted to launch a new program to assist people in forming small businesses, which would change the organization's bylaws, he didn't know where to turn.
