Labor commissioner walks back some citations against Chinese manufacturer

Activists complained in November that BYD Motors Inc. was paying foreign workers below minimum wage in Los Angeles.

Labor Commissioner Julie A. Su said Tuesday she has "modified" the citation against electric bus manufacturer BYD Motors Inc., a Los Angeles-based subsidiary of a Chinese company known for making batteries.


The citation unleashed a controversy in November, with activists complaining the company was paying foreign workers below minimum wage even though it had agreed to hire a certain amount of local employees....
