In declaring an official drought in California, Gov. Jerry Brown invoked sweeping emergency powers that could alter water rights and water quality rules statewide.


And while his move suspends certain legal constraints on the movement of water, it could trigger battles as farmers, cities and environmental advocates clamor for a share of shrinking supplies.
