On Sept. 20, Gov. Jerry Brown signed into law Senate Bill 4, one of several bills regarding the controversial practice of hydraulic fracturing introduced in the Legislature over the past year. Rather than banning these practices outright, which is what some competing bills would have done, SB 4 mandates a comprehensive regulatory system for well stimulation treatments.
