Court Rules for Police Union in Decree Battle

LOS ANGELES - A federal appeals court on Monday held that the Los Angeles police union should have been allowed to participate in negotiation of the historic consent decree between the city and the federal government to resolve claims of misconduct in the Los Angeles Police Department's Rampart Division.
