Tea, Formality Characterize Intellectual Judge on Bench

LONG BEACH - When the clock strikes 3, Judge Margaret M. Hay pours herself a cup of tea. Attorneys who practice in Hay's court said she brews a pot of English tea during the court's afternoon break, after which she and her staff tote English teacups around the courtroom.
