Presiding Over Chaos With Skill and Feeling

REDWOOD CITY - The woman in the black hat with the big feather soaring upward like a blue sail was obviously in trouble. Eyes darting back and forth between the man standing a few feet to one side and the black-robed judge in front of her, she couldn't seem to understand what was expected of her.
