9th Circuit's About-Face Boosts Labor

California labor unions won a reversal of fortune Thursday when the 9th U.S. Circuit Court of Appeals upheld a state law forbidding employers from fighting union drives with taxpayer funds.

      California labor unions won a reversal of fortune Thursday when the 9th U.S. Circuit Court of Appeals upheld a state law forbidding employers from fighting union drives with taxpayer funds.
      The circuit, sitting en banc, voted 12-3 to overturn a ruling by a divided three-judge panel a year ago holding the law invalid.
