Businesspeople and Homeless Advocates Both Oppose Pact

LOS ANGELES - City Councilwoman Jan Perry, often the deciding vote on homeless issues in downtown Los Angeles, plans to ask council members today to oppose a long-awaited settlement between the American Civil Liberties Union and the Los Angles Police Department concerning the arrests of homeless people on Skid Row.
