Coastal Commission Loses Crucial Appeal

SAN FRANCISCO - Like a judicial tsunami, a state appellate court all but wiped out the California Coastal Commission on Monday. The 3rd District Court of Appeal effectively put the powerful, 12-member planning agency out of the enforcement business, ruling that it's too heavily stacked with legislative appointees to carry out executive functions such as granting and denying development permits.
