Judge rules in La Habra Heights ballot measure to ban fracking

In a fight over banning fracking in the Los Angeles suburb of La Habra Heights, a Los Angeles County Superior Court Judge issued a tentative decision on Wednesday that would force city officials to rewrite the ballot description of a measure headed to voters in March that would ban the controversial oil extraction technique.
