Parks' Morale Plan Raises Cops' Doubts
LOS ANGELES - Los Angeles Police Department Chief Bernard C. Parks reversed his long-standing position Friday that he should be free to punish officers any way he sees fit, but some officers Friday remained unconvinced the move will achieve its underlying goal of improving morale.
