Judges Rebuke County for Treatment of Kids

LOS ANGELES - As federal officials reportedly began arriving in Los Angeles to begin a civil rights investigation into the treatment of kids in local juvenile detention facilities, two prominent Superior Court judges sharply rebuked county government leaders for not providing mentally and emotionally troubled children with proper resources in the first place.
