LOS ANGELES - Los Angeles Superior Court Judge Robert J. Perry's decision Friday to keep former Los Angeles police Officer Rafael A. Perez in Los Angeles rather than sending him to state prison, out of concern for his safety, was a wise one, legal scholars said.
