Justice System Asks for Help With Mentally Ill, Report Says

LOS ANGELES - A national coalition of law enforcers, corrections officials and mental health advocates delivered a 500-page report to Congress on Tuesday that could lead to federal legislation aimed at reducing the financial burdens on the criminal justice system placed by people with mental illness.
