Casting Death-Penalty Net Wider

WASHINGTON - If alleged Sept. 11 conspirator Zacarias Moussaoui is convicted and sentenced to lethal injection in the federal death house, it will lower the threshold for what is a provable capital offense, according to several noted opponents of capital punishment.
