Whistle-Blower Files Suit Over L.A. Utility

SAN FRANCISCO - Los Angeles County and the county's school and community college districts are joining with a private consultant to accuse the Los Angeles Department of Water and Power of overcharging government customers by hundreds of millions of dollars since the early 1990s, according to newly unsealed court records.
