Unusual Ruling Sends '83 Case Back to Judge

LOS ANGELES - In an unusual ruling late last week - in a case borne out of an era of misuse of informants by the Los Angeles Police Department and the district attorney's office - the 2nd District Court of Appeal ordered a Los Angeles trial judge to vacate a 20-year-old murder conviction and order a new trial, or explain to the appeals court why it shouldn't order a new trial itself.
