Hostage Policy Bind

Forum Column - By Robert L. Maginnis - The Bush administration has adopted a policy that requires a government review when any American is kidnapped overseas. (The previous policy only required a review in cases involving U.S. officials.) The government's reported promise is that, should an American be kidnapped overseas, the kidnappers will be found and prosecuted. That promise may be impossible to satisfy. Moreover, the United States might regret opening this can of worms.
