Advocates for Tenants Settle With Landlord

LOS ANGELES - He has been slapped with slum violations and paid thousands of dollars in fines, but lawyers for a tenants' rights group say they are optimistic that the settlement of a civil lawsuit finally will force landlord and lawyer Lance J. Robbins to clean up his act.
