OAKLAND - U.S. District Judge Claudia Wilken looked bemused when a prospective juror denounced government workers as slackers. The venireman, a grizzled self-employed rancher, said during voir dire recently it would be hard for him to be fair to a plaintiff who was suing his state agency over alleged job bias.
