Contradictions in Florida Law Maintain Election Uncertainty

On Monday, the Florida secretary of state announced that she would ignore the vote totals of any county that did not submit its totals to her by 5 p.m. on Nov. 14. As a practical matter, that apparently meant that she would ignore the votes of the four counties attempting to manually recount their ballots.
