Mexico's New Leader Fox Vows To Guard Mexicans' Civil Rights

Declaring the 21st Century "el siglo de Mexico" - Mexico's Century - Mexico's President-elect Vicente Fox Queseda vowed his administration will protect the civil rights of Mexicans in the United States as well as in Mexico and promised to end his country's "double speak" about immigration policy that has marred diplomacy with the United States in the past.
