Four Los Angeles Police Department officers lied about the arrests of several gang members and should be found guilty of conspiring to frame the men in two 1996 incidents at the heart of the first Rampart police corruption trial, prosecutor Laura L. Laesecke said Tuesday, the second day of her closing arguments.
