Court Issues Stay to Allow Appeal of Adult-Court Law
SAN DIEGO -- A state appellate court Tuesday issued a temporary stay to proceedings against a 15-year-old charged with hate crimes so that defense lawyers could challenge a voter-approved law that allows prosecutors, rather than judges, to decide whether juveniles should be tried in adult courts.
