Republican Senator Claims President Clinton Abused His Power

WASHINGTON - Claiming that President Clinton has abused the power to make recess appointments, and violated a pact he made with the Senate in the process, a Republican lawmaker has vowed for the second time this year to block all future Clinton judicial nominations and is rounding up colleagues to join his effort.
