Bill would halt driver's license suspensions for those who say they can't pay
Attempting to codify a long-simmering controversy into law, Sen. Bob Hertzberg, D-Van Nuys, introduced legislation Wednesday to halt suspension of driver's licenses for people who are unable to pay fines. The legislation would require courts to determine violators' ability to pay before setting fine amounts.
