Los Angeles city needs to borrow money to settle rising legal costs

As legal costs rise, the city of Los Angeles needs to borrow millions to settle cases and pay judgments.

The city of Los Angeles has to borrow money to defend against lawsuits as increasing legal liability costs are projected to nearly double this fiscal year, budget officials said.
