Revamped Board Takes On Flood Control

Next year, a state regulatory board charged with a critically important public-safety mission will get a new name, new members and new operating procedures to make it more accountable. But lawyers, like Scott Shapiro, sitting by the Sacramento River, and others who frequently deal with the Board of Reclamation say it's hard to know whether the changes would mean improvements in the task for which the agency was originally created: flood control.
