Delay of Emissions Plan Assailed
SAN FRANCISCO - Gov. Arnold Schwarzenegger said Thursday the state would go to Washington, D.C. to sue the Environmental Protection Agency over its refusal to endorse California's plan to cut greenhouse gas pollution from motor vehicles.
